Overall Summary: By observing the charts, one can see major differences in perpetrator activity throughout the country. Generally, it is clear that interahamwe participates a great deal. This is most clearly seen in Kigali-Ville, Gisenyi and Cyangugu. There are a few cases where this pattern is not found. For example, in Kigali-Rural one can see a pattern where Government Officials and Middle Class Individuals participate a great deal. These differences have important implications for truth and reconciliation.
