The Odessa Public Policy Program |
Igor Koval, Dean of the Institute of Social Sciences and International Relations at Odessa State University, co-directs the Program with Karen Dawisha, Professor of Government and Politics at The University of Maryland, College Park and David Falk, Senior Fellow at the School of Public Affairs at Maryland.
Program classes are held at Odessa State University. Courses offered include Microeconomics, Macroeconomics, Statistics, Financial Management, Business Law, Municipal Law, Public Policy Analysis, Comparative Administration, Information Systems, Housing Policy, Political Institutions in a Democracy, Constitutional Reform in Ukraine, Public Ethics, Environmental Policy, and English.
Courses are taught by Odessa State University or Odessa Economics University instructors, most of whom have either been to the University of Maryland for training or have worked with visiting US professors. Program instructors are of high caliber and include past recipients of Freedom Support Act/Muskie Fellowships, Fulbright Fellowships, and Kennan Institute Fellowships. A few of our instructors are practitioners from NGOs or businesses who are able to share their practical work experience with students. Odessa Program instructors develop their own original course materials and are encouraged to use innovative teaching methods in the classroom.
The Odessa Program also has been active in training professors to teach public policy and public administration in Dnipropetrovsk and Simferopol.
The Odessa Program is funded by the United States Information Agency and by the United States Agency for International Development through The Eurasia Foundation.
