16: An example of an internal attribution for someone's behavior is

C: she is a certain type of person

    Correct.
She is a certain type of person is an internal attribution, because you are identifying some quality, and attributing it to the actor (the  person exhibiting the behavior).  According to Heider's Naive Psychologist, this would be an internal stable attribution.  For more information see p. 80 in Myers, and your 2/15/99 lecture notes.
