Top ten reasons why Jencks is my favorite book on homelessness:

  1. It's short.
  2. It treats homelessness as a puzzle.
  3. It's based on hard evidence and numbers.
  4. It reviews and evaluates previous work.
  5. It draws conclusions, even when the evidence is not perfect.
  6. It focuses on the macro questions.
  7. It has consequences for policy.
  8. Jencks writes clearly about complicated ideas.
  9. It's politically ambiguous.
  10. I don't agree with most of the conclusions.
