Liebow: Tell Them Who I Am

Liebow's interpretation of rules

"Whether volunteer or paid, it was the staff who made and enforced the rules. All legitimate power was in their hands, sanctioned by the threat of eviction or arrest. In a confrontation that went by the rules, the staff were certain winners."

Elliot Liebow, Tell Them Who I Am, chapter 4, page 120.
