Rossi's conclusion on housing shortages:

"There is abundant evidence that homelessness is related both directly and indirectly to the shortage of inexpensive housing for poor families and poor unattached persons that began in the 1970s and has accelerated in the 1980s." Peter Rossi, Down and Out in America, chapter 7, pages 181-182.
